You are facing north and want to turn right, the second car wants to drive in the opposite direction that you come from, so if you both proceed together you will crash. If ive understood the scenario, then the car that arrived at the intersection first has right of way. If both cars arrived at exactly the same time... which is quite common then the second most important rule of driving applies. Use the opportunity to be courteous and allow the other to pass. This is usually signalled by flickering your headlights.
