UNABLE TO RENEW LICENCE DISC

The papers for my car were stolen in a house robbery and I have never obtained duplicates.. I always thought the car was in my name and I have been renewing the licence disc every year without a problem but this year I was told that the car was "deceased" and I could not renew the disc. My husband died 4 years ago but as mentioned I haven't had a problem renewing the disc until now. Please let me know how I can resolve this.
