The previous owner of the car not corporative…

I am asking a help from you , as I bought a car from my friend on December 2020 .He bought the car on 2018 around July or September and he failed to do a change of ownership. On January 2021 he was supposed to give me the papers of the car that he got from car dealer at Pretoria but he was robbed the same day and the car papers were taken during the robbery and he opened the case at Crystal Park Police station. I managed to trace a previous owner and we communicate but he lately ignore my calls. I also send him my ID copy and proof of residence as he said he will change the car on my name . I tried to call him with different numbers even what's up communication but he blue tick and no response. I lost hope , I went to Ekurhuleni traffic department to explain my situation. I have tried and I begged him a lot. Please advise me what next to do
